VFR stands for Visual Flight Rules, or flying when you have clear visibility. Any pilot who has their license can fly under these weather conditions. But some days visibility is poor, in which case IFR, or Instrument Flight Rules, are in place. Only pilots who are licensed to fly IFR can take off or land at an airport under IFR.
