Three Stages of Airplane Design

During the testing stage, someone in my department will build a prototype or model of the design out of paper and other simple materials. Then, we'll fly the prototype and measure how far it'll go! But we build a lot of different designs for different people, and I need a way to compare each design. How can I judge which plane will always be the best?
